This is available for New York State residents only, providing another option to help eligible SUNY Orange students fund their college education.
The tuition scholarship program was a key priority for Gov. Andrew Cuomo. State officials said the early returns showed only a small portion of students who will access free tuition at GCC, SUNY Geneseo and other two- and four-year state colleges this fall.
State officials in charge of the program predicted 22,000 to 25,000 students will benefit from it in the 2017-18 academic year, with enrollment expected to increase particularly at community colleges. The student's contract calls for staying and working in NY state for the same number of years as their free tuition, 4 years maximum.
The scholarship application will remain open until July 21.
But all costs are not covered in the free tuition plan.

He pointed out that the testing and its success sent a clear message that the USA has an effective defense against threats. The Pentagon classifies any missile with a range greater than 3,400 miles as an ICBM.
The plan will be phased in over three years. "It (the Excelsior Scholarship) doesn't help part-time students and it doesn't help students that want to attend private universities and colleges". Next year students whose families making up to $125,000 will be eligible.
The program includes built-in flexibility so that students facing hardship can pause and restart the program, or take fewer credits one semester than another.
To apply, students must complete the Free Application for Federal Student Aid, the NYS Tuition Assistance Program application, if applicable, and the Excelsior Scholarship application at hesc.ny.gov/excelsior. At GCC, that means maintaining 30 credits over the course of a full year, and finishing their associate's degree program within two years.
The program has been promoted at college affordability events, in the state's high schools, in television advertisements, to various school boards and education groups and through direct mailings to high school seniors.
More than 90,000 students have expressed interest in the scholarship, Fuller said.
