"Under this bill, no matter what, you can not be denied coverage for a pre-existing condition", Ryan explained.

Still, Democrats have reason for optimism: The Cook Political Report moved 20 House race ratings in the party's direction Friday after the passage of the American Health Care Act, which repeals and replaces Obamacare. And so we want to give the states the ability to customize the Medicaid program to work for their particular states. According to the Congressional Budget Office analysis of the earlier legislation, which included parallel Medicaid provisions, 14 million fewer people would have access to health care coverage.
