The meeting was seen as highly unusual given reports of military movements in northeast Asia but also because of Trump's harsh criticism of the United Nations during the 2016 campaign and proposed deep cuts in the US contribution to the United Nations in the president's budget outline.

Her country's perspective, Haley said, is that "the United States is not looking for a fight, so don't give us a reason to have one".

Trump has pressed Xi to exert greater pressure against North Korea, given China's status as the country's sole economic lifeline and major ally.

Angered by the approach of the USS Carl Vinson carrier group, North Korea said yesterday that the deployment was "an extremely unsafe act by those who plan a nuclear war to invade".

"Our revolutionary forces are combat-ready to sink a U.S. nuclear powered aircraft carrier with a single strike", North Korea's ruling Workers' Party newspaper said in a commentary on Sunday.

The Carl Vinson group is expected to "arrive in days" in the waters off the Korean Peninsula, Vice President Mike Pence said on Saturday.

In March, China proposed its own solution to the mounting tensions, suggesting that North Korea might suspend its nuclear weapon and missile programs if the US would agree to halt joint military operations with South Korea.

In addition to his discussion with Mr Xi, Mr Trump also spoke with Prime Minister Shinzo Abe of Japan yesterday morning. The two sides "agreed to strongly demand that North Korea, which is repeating its provocation, show restraint", Abe told reporters.

Trump and Xi spoke by phone on April 24 as Japan conducted exercises with a USA aircraft carrier strike group headed for Korean waters.

Last week, the Security Council threatened to impose tougher sanctions on North Korea in return for its "highly destabilizing" actions. He also urged against any actions that run counter to UNSC resolutions.

While top administration officials routinely travel to Capitol Hill to address members of Congress on foreign policy and national security matters, it is unusual for the entire 100-member Senate to go to such an event at the White House, and for those four top officials to be involved.
