Donald Trump Sign 'Buy American Hire American' Executive Order in Wisconsin Trip

Trump signed the order after he spoke before a crowd of technical students and manufacturing employees at the headquarters of Snap-On Tools, a Wisconsin-based manufacturing company.

As for the H-1B visa program, Trump said visas are awarded in a random lottery. The officials said that not only the foreign workers displace American workers, but also undercut wages.

Trump said his administration is going to enforce "Hire American" rules that are created to protect jobs and wages of workers in the United States.

No matter, he's right on the overall thrust of this executive order. Yet again a Trump-administration executive order has the potential to roil American campuses and their recruitment of global students.

The US H1-B visa is a non-immigrant visa, which allows firms to hire foreign workers in specialised occupations.

The order tightens the rules for technology companies seeking to bring highly skilled foreign workers to the United States.

Whilst the H-1B visa program is utilised predominately by the tech industry, STEM subjects and manual work, the program has come under significant criticism in recent years due to the ability for businesses to hire foreign workers at cheaper rates than U.S. workers, therefore lowering United States wages.

Tech companies contend the programme is used to recruit top talent, but some of the H-1B visas are also used for outsourcing firms.

While there are more than 200 jobs now on the SOL, the government plans to cut at least 180 jobs from the list. A stand-alone English language test examining reading, writing and listening skills will also be introduced.

India accounts for the highest pool of qualified IT professionals, whose services go a long way in making American companies globally competitive. U.S. Citizenship and Immigration Services said it received 199,000 applications for the fiscal year that begins on October 1.

NASSCOM, a trade body representing Indian IT industry told Reuters that it backs efforts to root out H-1B abuses, but said the idea that H-1B visa holders are cheap labour is inaccurate.
