Javier Duarte, former governor of Veracruz state wanted on graft and organized crime charges, was detained in a hotel in the colonial town of Panajachel, about 80 miles (129 km) west of Guatemala's capital, the national police said in a statement.
How quickly Duarte faces charges in Mexico would depend on whether he chooses to fight extradition from Guatemala, said Alberto Elias Beltran, a deputy attorney general responsible for worldwide affairs at the Mexican Attorney General's Office.

Investigators were said to have found a set of documents linking the ex-governor's wife Karime Macias de Duarte directly to the preparation and execution of actions to divert public resources for the personal benefit of some accomplices.
Veracruz Governor Miguel Angel Yunes Linares, who replaced Duarte, believed the property had been furnished using public funds. He is not related to Javier Duarte.
Duarte stood down a year ago in order to face the allegations against him, he said, after it was claimed that the Mexican government had found millions of dollars linked to him.
Critics of Pena Nieto say Duarte's arrest was meant to shore up support for the PRI ahead of a crucial state election in June and the presidential elections next year.
The party, which expelled Javier Duarte on October 25, 2016, and has sought to distance itself from him, applauded the arrest.
