According to police, Muhammad wanted to kill as many people as possible after a warrant was released for his arrest in the murder of a motel security guard last week. He also was wanted for a separate killing from last week, in which a motel security guard in Fresno was gunned down.
Authorities in Fresno, Calif., have captured a suspect in the slaying of three white men who were walking on the city's streets Tuesday morning.
The third victim was a Pacific Gas & Electric employee riding in a company truck.
Police say two of the victims may have been using Catholic Charities, which provides services for refugees, the homeless and those with disabilities.
He wrote that his "kill rate increases tremendously on the other side" and also posted about "white devils". Family members identified the second victim as 37-year-old Mark Gassett.
The chief said investigators don't believe Muhammad worked with anyone else in the attack, calling him "an individual that is filled with hate, filled with anger". However, Desiree Martinez, a former classmate of Muhammad, told CBS News that the suspect was outgoing, down to earth, peaceful and into health and nutrition when she met him three years ago during a media training program in Fresno.
Muhammad surrendered to police shortly after the fourth shooting, telling an officer: "I did it".
"On what appeared to be Kori Ali Muhammad's Facebook page, he repeatedly posted "#LetBlackPeopleGo" and encouraged "black warriors" to "mount up". He also yelled "Allahu Akbar" (God is greatest) when he was arrested, officials said.
Muhammad has a lengthy criminal history that includes weapons violations, drug offenses and making terrorist threats, Dyer said during a news conference Tuesday afternoon.

Friends have identified the PG&E worker shot and killed in Tuesday's rampage as Zackary Randalls, 34.
