Bulent Tezcan, deputy chairman of the main opposition Republican Peoples' Party (CHP), said Monday that the "only one way to end the discussions about the vote's legitimacy and to put the people at ease... is for the Supreme Electoral Board to cancel the vote".
Merkel and Gabriel pointed to the Commission's reservations and said that, as a member of the Council of Europe and the OSCE security and human rights watchdog and an European Union accession candidate, Turkey should quickly address those concerns.
Turks living overseas have played a major part in the success of the referendum, which will pave the way for one of the most important reforms in the country's history, Erdogan said.
The pro-Kurdish Peoples' Democratic Party (HDP) suggested "an indication of a three-four percentage point manipulation of the vote".
The final results are set to be announced within 11-12 days after the vote, RIA Novosti reported.
Critics said the referendum question was not listed on the ballot and that the voting was impacted by irregularities.
Protests erupted across some of Turkey's major cities, including Istanbul, Ankara and Izmir, which all voted to reject the constitutional changes.
But the head of that Board, Sadi Guven, defended the process, saying all the ballot papers that were counted were not fake or cast fraudulently.
With more than 99 per cent of the ballots counted, 51.34 per cent (24,789,242 votes) of people said "yes" to increase Erdogan's role compared with 48.667 percent that cast "no" - 23,499,390 - in the 18-article proposal, according to the state-run Anadolu Agency. "That is why it is very significant", he said.

But the law only allows states to redirect funds from abortion providing groups, it does not force them to do so. Trump's action erases a rule that was finalized shortly before President Barack Obama left office in January.

But after voting was underway, the board said it would accept unstamped ballots "unless they are proven to have been brought from outside". "It's too late now".
The OSCE cannot sanction Turkey, it can only make recommendations. It's not the first time we have made such a decision.
The French ministry said it acquainted itself with Sunday's referendum on government-approved constitutional amendments switching Turkey from a parliamentarian to a presidential system.
The prime minister post will be abolished after the 2019 national elections, and term limits for the president will be changed and Erdogan will be allowed to remain in power until 2029.
With his new authority, Erodgan will be able to appoint Cabinet ministers, issue decrees, choose senior judges and dissolve parliament, the Grand National Assembly.
Egypt's Al-Masry Al-Youm newspaper headlined "Erdogan amasses more power in Turkey".
Bahceli said everybody "should respect and approve" the result in which Turkish citizens voted "Yes" to moving to an executive presidency.
