Meanwhile, North Korea's Vice Foreign Minister Han Song-ryol warned that Pyongyang is ready to launch a pre-emptive strike against the USA should it show any sign of carrying out "reckless" military aggression against the North.

"The United States and South Korea and North Korea are engaging in tit for tat, with swords drawn and bows bent, and there have been storm clouds gathering", said China's foreign minister, Wang Yi, according to state news agency Xinhua.

"(It) gives them a clear rebuttal to the Trump administration's argument that China isn't doing its part", he said.

He vowed North Korea will keep building up its nuclear arsenal in "quality and quantity".

Tensions have spiked amid fears in the West that North Korea is preparing for another round of nuclear or missile tests.

China is concerned any conflict could lead to a huge refugee problem on its border with North Korea.

President Vladimir Putin's spokesman Dmitry Peskov said Friday that Russian Federation is calling on all parties to show restraint and refrain from any provocative action.

Russia's Deputy Foreign Minister Sergei Ryabkov warned the USA that attempts to rely on force to pressure North Korea will not help.

The new strategy will be deployed at a time of escalating tensions on the Korean Peninsula.

On past form, the parade will see Kim watch ranks of goose-stepping soldiers marching through Kim Il-Sung Square in the centre of Pyongyang, accompanied by tanks, missiles on trailers, and other materiel.

Analysts, citing satellite images of the Punggye-ri nuclear test site, suspect that North Korea may celebrate the important national day with a sixth nuclear test.

A nuclear test is just that - a test - not an imminent security threat to the USA or its allies, says John Delury, an associate professor at Seoul's Yonsei University.

US ally South Korea warned against any North Korean "provocation".

Trump recently threatened unilateral action against Pyongyang if Beijing failed to help curb its neighbour's nuclear weapons programme.

'Once a war really happens, the result will be nothing but multiple loss. "No one can become a victor", Wang said.

Whichever side provoked a conflict "must assume the historic responsibility and pay the corresponding price", he said. Coal sales are an important source of revenue for Kim Jong Un's government, and the USA says China has turned back some shipments in recent days.

"Whatever comes from the USA, we will cope with it".

The new policy does not appear much different from that of former President Barack Obama, known as "strategic patience", which centered on waiting for Pyongyang to show good faith while increasing sanctions and pressure on the regime. "Very powerful", Trump told the Fox Business Network.

As for the Trump administration's policy, the USA officials emphasized that no engagement of North Korea is currently taking place, and that the focus now was on pressure.

"If the military option is to be considered seriously, it has to be not in a limited sense, but to make sure that North Korea is completely decapitated in terms of the command structure, where it will not be able to retaliate", said Jung Hoon Lee, an expert in North Korean nuclear history who is director of the Institute of Modern Korean Studies Yonsei University. But despite all this military action, Han believes that Trump is to blame for the current situation on the Korean Peninsula.

So far this year, North Korea has conducted four missile launches, including tests of more advanced technology and potentially longer-range capability.

Han told AP that Pyongyang won't "keep its arms crossed" in the face of a USA pre-emptive strike.

Pyongyang recently tested a ballistic missile and claims it is close to perfecting an intercontinental ballistic missile and nuclear warhead that could reach the USA mainland.
