Dortmund Police Chief Gregor Lange told reporters late Tuesday that police decided at an early stage that the soccer team was the target of the explosions and are not excluding any possible angles in their investigation.
Mr Watzke said he understood the blasts were by the exit of the hotel and happened as the bus was passing.
Police in Germany are investigating a letter found near the Borussia Dortmund team bus that allegedly claims responsibility for what has been described as a "targeted attack" on Tuesday evening. Players and police were preparing to go ahead with the rescheduled match on Wednesday evening, with heavy security in place.
Police said they were working on the assumption that the blasts were directed at the Dortmund team and caused by "serious explosive devices", which may have been hidden in a hedge near a vehicle park.
Dortmund player Marc Bartra, a Spain worldwide, was taken to hospital and has undergone surgery on his hand.
The explosions happened as the team was departing its hotel for a first-leg match against Monaco. The Switzerland global told Swiss daily Blick that he was sitting in the last row of the bus, next to Bartra.
