After the deal was signed, Foster told reporters that the Conservative party had agreed to increase funding in Northern Ireland, bringing one billion pounds (about $1.27 billion) over the course of two years to the country.
Welsh First Minister Carwyn Jones said the deal represents a "straight bung to keep a weak prime minister and a faltering government in office".
In return, the United Kingdom government has pledged an extra £1 billion ($1.2bn) investment over the next two years from the British government, in addition to £500 million ($600m) already committed.

After May lost her majority in Parliament on June 8 with a failed gamble on a snap election, she worked to secure the backing of the small DUP and its 10 lawmakers, though talks dragged on for more than two weeks.
As part of the deal, signed by Gavin Williamson for the Conservatives and Sir Jeffrey Donaldson for the DUP, there will be no downgrade to the pensions triple lock and the winter fuel payments will remain.

A document released as part of the deal, UK Government financial support for Northern Ireland, states that the UK Government supports further cooperation with the Northern Ireland Executive on infrastructure development.
The DUP will have "no involvement" in the Government's political talks in Northern Ireland and "recognises the need for early restoration of inclusive and stable" devolved government.
After each parliamentary session, the Conservatives and DUP will review the aims, principles and implementation of the agreement.
