A gunman carrying hundreds of rounds of ammunition opened fire in a downtown office building Thursday, killing three people and wounding at least two more before he was fatally shot by cops. She said the gunman was so close that she could smell the gunpowder as he fired.
One of the wounded was in fair condition Friday and another patient was in serious condition at University of Cincinnati Medical Center.
The FBI and the Bureau of Alcohol, Tobacco, Firearms and Explosives have responded to the scene and are assisting Cincinnati police in their investigation, the bureaus said.
The Cincinnati Police Department confirmed on Twitter that it was investigating an "active shooter/officer-involved shooting incident" in the lobby and loading dock of a large building near Fountain Square.
Perez had no criminal history in Cincinnati but was charged with misdemeanors in Florida and South Carolina, Isaac said.
Mayor John Cranley called the police and fire rescue response "heroic".
"Horrific, grotesque and unacceptable", he said.
People in and around the building reported hearing a series of gunshots.
The chief said some of the victims were shot multiple times. Cain said he then saw a woman also walking into the bank, and that people tried to get her attention, but she was wearing headphones and did not hear them. Her husband of 12 years, Waller Austin, said in the statement that Whitney is a fighter and is in good spirits.

Forecasters say it's too soon to tell where the storm will go because there's still a lot of uncertainty in its long-term track. At its present course and speed, the center of Florence will likely approach the SC or Georgia coastline on Thursday or Friday.
Isaac said its unclear why Perez carried out the attack, though investigators are now combing through evidence at his home in North Bend, approximately 15 miles west of downtown Cincinnati.
"My co-workers and I saw [an] injured woman lying under the flag pole with a white shirt covered in blood", said Courtney Bellish, 22.
According to CNN reports, the three men killed were Luis Felipe Calderon (48) Pruthvi Raj Kandepi (25), and Richard Newcomer (64).
"No other industrialized country has this level of multiple active shootings on a regular basis, nearly on a daily basis", Cranley said.
"She walked in the door and he shot her", Leonard Cain told the Cincinnati Enquirer. He said she dropped to the ground, and everyone started running. "Our thoughts and prayers go to the families of the victims, our heartful gratitude goes to the first responders and our continued support goes to this community that we love".
Cincinnati Mayor John Cranley praised the officers who confronted and took down the shooter.
Ohio Sen. Rob Portman said he was following the situation and hopes for a peaceful resolution.
"There was a senseless act of gun violence on the streets of Cincinnati this morning", Kasich said. He did not get to the upper floors of the building.
