In her letter, Ms Dawes sets out the actions that must be taken if insulation within cladding "is unlikely to be compliant with the requirements" of current building regulations.

The Department for Communities and Local Government said it would not identify the buildings with combustible panels until landlords have had the opportunity to inform tenants.

She said: "We are look at every criminal offence from manslaughter onwards, we are looking at every health and safety and fire safety offences and we are reviewing every company at the moment involved in the building and refurbishment of Grenfell Tower".

"At least 79 people are dead - it is both a tragedy and an outrage because every single one of those deaths could and should have been avoided", Corbyn said.

It said the fire officials "were satisfied that Rivers Apartments is considered a low fire risk building".

Downing Street has since confirmed that seven blocks of flats in four local authority areas have been found to have flammable facades, with tests being conducted urgently to see if many more could have the same material, which is suspected of helping the Grenfell Tower blaze spread.

Cllr Clancy has written to the heads of nine of Britain's other big city councils, urging them to support his calls for the Government to offer financial assistance to fire-proof high-rises. Government had no estimates yet for Scotland, Wales or Northern Ireland, she said.

Leaders of the council in another London borough, Camden, said it would remove external cladding panels from five tower blocks on a local estate after finding they were not to the standard it had commissioned.

However, Mr McCormick said if the buildings were not going to be re-clad, the building owners would not have been told to remove the panels, because they complied with building code at the time the consents were granted and the buildings were built.

He told the Commons this would be so councils "carry out immediate fire safety checks and install sprinklers" and said residents should be made aware of the timetable.

May encouraged the owners of both public and private tower blocks around the country to quickly forward samples of any similar material for testing.
