Warmbier's death looms over US-China talks on North Korea

"The United States once again condemns the brutality of the North Korean regime as we mourn its latest victim", the statement reads.

President Trump has held high hopes for greater cooperation from China to exert influence over North Korea, leaning heavily on Chinese President Xi Jinping for his assistance.

"North Korea sent him back to the United States before he died because more questions would have been raised about his death and the situation would have gotten worse if it had returned his dead body", said Cheong Seong-jang, an analyst at the private Sejong Institute in South Korea.

Another cautioned against reading too much into the message, arguing that there was no meeting earlier in the day that could have spurred the comment or that that tweet foretold some sort of unilateral action against North Korea.

The U.S. and North Korea have no diplomatic relations.

Multiple US officials told CNN they are checking on what the President meant by "not worked out".

While North Korean officials stated he fell into a coma after contracting botulism, USA doctors who examined Warmbier said he suffered severe neurological trauma while in detention and showed no traces of the toxin. But some analysts believe negotiations could happen because of USA worries about the safety of the three other Americans still detained in North Korea.

Susan Thornton, the senior USA diplomat for East Asia, said North Korea would get "top billing".

Like past presidents, Trump is finding the US has limited scope for punishing North Korea, particularly over the arrest of USA citizens.

Spicer said President Trump would be willing to meet Kim under the right conditions, but "clearly we're moving further away, not closer to those conditions".
