European Union says Brexit citizens issue not about 'generosity'

THE EUROPEAN UNION'S PREFERRED order for Brexit talks has prevailed as Tory minister David Davis abandoned the pretence that he would challenge EU officials on how the discussions would take place.

The British and EU Brexit negotiators agreed how to organise talks on Britain's divorce at a first meeting in Brussels on Monday, where both sides stressed goodwill but also the huge complexity and tight deadline.

Time is pressing. After Britain's June 23, 2016 referendum to leave the bloc, the other 27 nations wanted to start the exit talks as soon as possible so they could work on their own futures, but Britain long seemed dazed by its own momentous move.

"We must first tackle the uncertainties caused by Brexit", said Barnier, a former French minister, as he greeted Davis at the European Commission's Berlaymont Building headquarters.

THERE WAS no escaping the symbolism of the gifts exchanged by Brexit Secretary David Davis and European Union chief negotiator Michel Barnier at the start of the talks. "That is why we've said look at the outcomes, leave options on the table".

"Our other key Brexit priority is ensuring we retain access to European Union labour, particularly permanent staff, without which our industry could not operate as it does today".

Davis said the talks would be carried out in "a positive and constructive tone", with Britain looking to forge a "strong and special partnership for the future".

Anxious by immigration and loss of sovereignty, Britons voted past year to end their country's four-decade membership in the 28-country bloc - the first nation ever to do so.

Anxious by immigration and loss of sovereignty, Britons voted last June to become the first nation ever to leave the 28-nation EU.

Nearly a year to the day since Britons voted in a referendum to quit the European Union, the Brexit strategy debate within the United Kingdom government has intensified since Prime Minister Theresa May lost her majority in a snap parliamentary election on June 8.

The situation could embolden the European Union negotiators in the Brexit talks and weaken the British side, though it is still far from certain how the talks, which are due to last two years, will play out.

Britain agreed on Monday to the EU's timetable for Brexit talks, which states that sufficient progress must be made on divorce issues including citizens rights, the exit bill and Northern Ireland's border with the Republic before negotiations can start on a future trade deal.

Those were, he said, the rights of expatriate citizens and problems of a new EU-UK border, notably cutting across Ireland.

For Britain, things have clearly gotten worse this year. These facts are signs that she might face pressure to a secure a soft Brexit deal as opposed to her original plan of a hard Brexit which would have meant she would have more control over immigration and law-making.
