Trump, in his address, said, "Shortly after 7 AM this morning, a gunman opened fire on members of Congress and their staffs as they were practicing for tomorrows annual charity baseball game".
The only reason Capitol Police were on hand Wednesday to take down the shooter was because Scalise is the third-ranking member of House Republican leadership, a post that comes with a security detail that pretty much follows him everywhere. Lawmakers who were at the practice said the shootings could have been much worse if the security detail had not been there. The game is scheduled to be played at Nationals Park, home of the Washington Nationals Major League baseball team. "An attack on one of us is an attack on all of us", Ryan said.
"Had they not been there, it would have been a massacre", Sen. Rakich said lawmakers and their staff usually take practices very seriously, starting in April to prepare for the game, which is usually held in June.
"Nobody would have survived without the Capitol Hill police", Paul said on CNN. "He is grateful for the courageous actions of U.S. Capitol Police, first responders and colleagues", his office said in a statement.
Shortly after the shooting, Bernie Sanders, the former candidate for the Democratic presidential nomination, said on the Senate floor that the shooter apparently was a volunteer for his campaign a year ago. He is expected to make a full recovery, Williams said. The FBI is leading the investigation into the shooting.
Lawmaker Brooks described Scalise dragging his body across the pitch to get away from the shooter while the firing continued.
"We're encouraging even more people to come", he said.

Foster also said he no plans to change how he conducts his public appearances as a result of Wednesday's incident.
In an op-ed a year ago, in the wake of the nightclub shooting in Orlando, Wenstrup and fellow Ohio Republican Steve Chabot said that a better approach to reducing violence would be tackling mental health issues and enforcing current laws.
