According to The Independent, Italian authorities had informed their British counterparts in April 2016 about Zaghba's efforts to join Islamic State.
The officials spoke on condition of anonymity because they were not allowed to discuss details of the case.
Italian authorities said Zaghba was stopped at the Bologna airport in March 2016 and questioned, but never charged with a crime.
He wasn't charged due to "insufficient evidence". Zaghba's Italian citizenship prevented such an expulsion, Italian daily Repubblica reported.
Italy's Internal Intelligence Service passed on information about Zaghba to MI6, which relayed the information to MI5, but the communication was in the form of a notification rather than an emergency alert and Zaghba was able to move from Italy to the United Kingdom without any hassle.
The three, who were not connected to the weekend attack on London Bridge, are being questioned at a south London police station.
The third man, 29, was also arrested on suspicion of the preparation of terrorist acts and all three have been taken for questioning while detectives search the residential address and a business premises.
London police said all 12 people held since the attack late Saturday from the Barking neighborhood in the east of the city, have been freed. All three attacks have been claimed by the Islamic State group.
