The adoption came after a series of successful missile tests by North Korea that demonstrated steady progress in its pursuit of various types of missiles, with an eye toward a nuclear-tipped intercontinental ballistic missile capable of reaching the United States.
Army Col. Roh Jae-Cheon, a spokesman for the South's Joint Chiefs of Staff, said the North's June 8 missile firing seemed aimed at "showing off its capability with various types of missiles and demonstrating its anti-ship precision-strike ability in connection with joint maritime drills involving US aircraft carrier strike groups".
The isolated country, which has conducted dozens of missile tests and tested two nuclear bombs since the beginning of 2016 in defiance of UN Security Council resolutions, says the programme is necessary to counter USA aggression.
But a growing number of analysts with backgrounds in talking to North Korean officials wonder whether the relentless pace of the North's missile testing is created to get Kim Jong Un's regime into its strongest bargaining position before economic sanctions force it to return to the negotiating table.
On Friday, South Korea's military found a small flying object that it said was similar in shape and size to one of several North Korean drones discovered in 2014.

The severing of land and maritime links have also sparked fears of food shortages in Qatar, which relies heavily on imports. The Muslim Brotherhood ruled in Egypt from mid-2012 to mid-2013 before the Egyptian military removed the party from power.

But China has been applying economic pressure on South Korea since the Obama administration reached an agreement previous year with Mr. Moon's predecessor to allow for THAAD's deployment to the nation.
Thursday's launch is the fourth missile test by the North since Moon took office on May 10 pledging to engage in dialogue with Pyongyang.
KCNA said the weapon tested Thursday had been part of the military parade in Pyongyang on April 15 to mark the birthday of the North's founding father Kim Il-Sung.
"The launched cruise rockets accurately detected and hit the floating targets on the East Sea of Korea", KCNA said, referring to the Sea of Japan - where two USA aircraft carriers were on naval manoeuvres last week.
The move could mean substantial delays in a full deployment of the Terminal High Altitude Area Defense (THAAD) system in South Korea, as the environmental review may take well over a year, according to a senior official at the presidential Blue House.
The Japanese government also confirmed the missile launches, according to the Kyodo news agency.
