Victor has been jailed in neighbouring Lincoln County since her arrest, according to a booking report released by the sheriff. Victor had a short court appearance Tuesday and was being held at a jail northwest of Augusta, Georgia.
"The U.S. Government Agency examined the document shared by the News Outlet and determined the pages of the intelligence reporting appeared to be folded and/or creased, suggesting they had been printed and hand-carried out of a secured space".
Gary Davis said his stepdaughter isn't a flight risk.
Earlier, the United States Justice Department announced charges against victor with Top Secret security clearance, after she allegedly leaked classified information to an online media outlet.
Reality Winner, the government contractor who leaked top-secret NSA intelligence detailing Russia's alleged interference, was arrested Saturday.
The document that victor allegedly leaked was a report detailing attempts by hackers from Russian military intelligence to penetrate a company that sells voter registration software as well as local election officials. The report, which was published online by The Intercept, does not say whether the hacking had any effect on election results.
Ed Tarver, former U.S. District attorney and Federal prosecutor spoke to NewsChannel 6 about the likelihood of victor being released on bond and the charges she could face if convicted.
The 25-year-old federal contractor was charged with leaking information regarding a 2016 Russian military intelligence cyberattack to The Intercept, an online news outlet.

If Winner's prosecution becomes "this big thing where we're not going to tolerate leakers", Winner-Davis said, her daughter won't receive a fair trial.
"I just know she cares about her world and taking care of people and animals", Winner-Davis said. "She's not a violent person".
Solari said victor also confessed to her mother during a recorded jailhouse phone call, saying: "Mom, those documents". All of the funds raised will be held in trust for victor and her family.
In May, Winner is accused of printing and improperly removing classified intelligence documents, which contained secret national defense information from the NSA, and mailing it to The Intercept.
Investigators say they were able to track victor by observing that the document leaked to The Intercept appeared to be folded, which led them to believe it had been printed out.
Victor received the Air Force Commendation Medal in 2016, which is for members who have "distinguished themselves by meritorious achievement and service". She is a former Air Force linguist who speaks Farsi and Arabic. During that time, he said, victor provided real-time translation to Americans conducting field missions.
"She was afraid she was going to disappear, that [the government was] going to make her disappear", Winner-Davis said.
In February, she began working for the National Security Agency contractor, Pluribus. But the NSA has operated a $286 million complex in Augusta since 2012.
Federal Bureau of Investigation agents followed victor up her driveway after she had been grocery shopping and took her to a back room of the house and kept her there, according to her mother's retelling of Saturday's arrest.
