North Korea Open to Talks with US 'Under The Right Conditions

North Korea's mission to the United Nations on Friday appealed to U.N. member states to reconsider implementing sanctions on the communist regime.

It's not unusual for Pyongyang to condemn Washington's moves to censure it, but direct protests to Congress are exceptionally rare.

"By telling the North Korean leader that he is a "smart cookie" and he would be "honored" to talk to him", says Yun Sun at the Stimson Center, "I sense a difference in the USA policy goals coming to North Korea ..."

On Friday, its Central Prosecutor's Office said in a statement carried by the North's state KCNA news agency the masterminds included South Korean intelligence service chief Lee Byung-ho, two South Korean agents and a Chinese man.

The United States has threatened to impose sanctions on third countries that have business dealings with North Korea that violate restrictions imposed under UN resolutions. Since then, the North has conducted two failed missile launches. "Sanctions will be tightened if North Korea continues these activities", Sherman said in a statement.

Last month, North Korea reconvened the Foreign Affairs Committee, which was abolished in the late 1990s, in what analysts saw as an attempt to improve relations with the outside world amid its deepening isolation.

One of the main reasons why US experts are so sure that North Korea does not yet have missiles capable of reaching the U.S.is that they have not conducted any successful flight tests yet.

North Korea experts said the Oslo meeting could provide both countries a chance to explore talks, Yonhap reported.

It was penned by a re-established foreign affairs committee of the country's Parliament.

Moon, a liberal who favors a more open policy toward North Korea, won the presidential election this week. In the last three weeks, North Korea announced it arrested two U.S. citizens working at a Pyongyang university on suspicion of "hostile acts" against the state. Moon needs to address Washington's anxieties that the left-leaning turn in government will not come at the expense of the U.S.

The song is the latest in an ongoing culture battle being waged by the Chinese over Korea's alliance with the United States and deployment of the missile system, which China's government sees as a threat.
