Russian President Vladimir Putin and Steven Seagal visit a newly-built sports complex in Moscow.
A statement from the Ukrainian Security Service on Friday said Seagal's entry was banned "on the basis of Ukrainian national security".
The letter said such a decision is made when a person has "committed socially unsafe actions ... that contradict the interests of maintaining Ukraine's security".
During the Obama administration, Seagal often praised the Kremlin while criticizing USA foreign policy.
In July 2015, Seagal was declared persona non grata by the Ukrainian Ministry of Culture along with some 600 other people no longer welcome in Ukraine.
In recent years, Ukraine has also barred outspoken French actor Gerard Depardieu and many Russian artists for similar reasons, the Guardian reported.

Seagal made headlines when he participated in a pro-Putin motorcycle rally in the Crimean peninsula, which was controversially annexed by Russian Federation in 2014 after Ukrainian President Viktor Yanukovych was overthrown in a revolution.

Seagal, perhaps best known for 1992's Under Siege, remains a popular figure amongst Russian audiences, despite often playing the American war hero.
During former President Barack Obama's administration, Seagal often praised the Kremlin while criticizing U.S. foreign policy.
In November previous year, Seagal, 65, was personally handed a Russian passport by the country's president and the pair also shook hands. Seagal has been supportive of the annexation in the past, calling it "very reasonable". She's planning to hold a concert in Crimea instead.
