President Trump on Wednesday is signing an order for the Interior Department to review 20 years' worth of monument designations on federal land across the country.
Sanctuary cities generally don't allow the use of local funds to comply with federal immigration requests, including civil detainer requests in which Immigration and Customs Enforcement officers request that a local jail detain an inmate for up to 48 hours after their scheduled release date so immigration officials can decide if they want to detain them.
Former President Barack Obama infuriated Utah Republicans when he created the Bears Ears National Monument in late December on more than 1 million acres of land that's sacred to Native Americans and home to tens of thousands of archaeological sites, including ancient cliff dwellings.
"President Trump is clearly doing the bidding of the Utah congressional delegation, who are without question the most aggressive federal lawmakers seeking to seize, dismantle and privatize America's public lands", Suckling added.
The review applies only to national monuments of 100,000 acres or more, and so would exempt numerous smaller monuments proclaimed by Obama for their cultural or historical significance.
Interior Secretary Ryan Zinke told reporters that under Trump's order, he will consider whether monument designations at up to 40 sites should be "rescinded, resized or modified in order to better benefit our public lands". It was only a year ago that a conservative blogger and supporter of Mr. Trump called for the dismantling of Stonewall Inn.

Zinke was directed to produce an interim report in 45 days and make a recommendation on Bears Ears, and then issue a final report within 120 days. "These places - the rocks, the wind, the land - they are living, breathing things that deserve timely and lasting protection". Rescinding or altering a national monument designation would be new ground for the government, he said.
While designations have done "a great service to the public", Zinke said the "local community affected should have a voice". That sparked an outcry at the time, though tourism in the area has increased as a result.
Trump's order is not expected to change monument designations immediately. It has been used on a bipartisan basis by nearly every president, a method supported by some 90 percent of voters that forms the backbone of our National Park System.
Once established, no president has ever revoked a national monument proclamation - but Congress has taken action to abolish 11 monuments throughout history.
The upcoming executive order will likely lead to a shrinking of some monuments' boundaries rather than their outright abolition, according to individuals briefed on the proposal, which could be easier to defend in court.
Speaking on the Senate floor Monday, Hatch emphasized, "Now Mr. President, I wish to be clear: in opposing the Bears Ears monument designation, I am in no way opposing the protection of lands that need to be protected".
"These attractive lands deserve protection but so, too, do the people of San Juan County", he added.
