The Security Council is set to wrap up the United Nations peacekeeping mission in Haiti by mid-October after more than 20 years, in recognition of "the major milestone" the country has achieved toward stabilization following recent elections.
Haley also warned that "countries that refuse to hold their soldiers accountable must recognize that this either stops or their troops will go home and their financial compensation will end".
In response to the AP's investigation, the head of the United Nations office that oversees the conduct of peacekeepers said Wednesday that progress was being made with member states to hold perpetrators accountable and to get victims help.
She cited the example of a sex ring allegedly run by Sri Lankan peacekeepers in Haiti - they reportedly lured hungry teenage boys and girls by offering them snacks and cookies.
"Peacekeepers do fantastic work but they are very expensive and they should be used only when needed", Rycroft said.
Allegations of sex abuse also overshadowed the United Nations peacekeeping mission.
Sri Lankan peacekeepers have been revealed to be embroiled in a pedophile circle in Haiti that sexually abuses and exploits minors. More than 300 of these cases involved the sexual abuse of children, and the peacekeepers rarely, if ever, were punished for their actions. One boy said he had sex with as many as 100 soldiers, averaging about four per day.

Sri Lanka never jailed any soldiers implicated in the abuse yet the country was allowed to send troops to other United Nations missions. An Italian non-governmental organization, AVSI, helped the children at the time but lost track of them after the country's devastating 2010 natural disaster.
The mission was not a "traditional peacekeeping effort" because there was no outright conflict or peace agreement to monitor, she said. "Human rights aren't just for rich white people", he said.
