The army says The LRA capacity and means of making war against Uganda have been degraded citing Senior Key Commanders such as; Dominic Ongwen, Okot Odiambo and other fighters who have over the years been killed, captured or surrendered, rendering their leader Joseph Kony weak and ineffective. Last month, the United States ended its search for Kony, as well.

According to the African Union Peace and Security Department, LAR, since its foundation in 1987, has been intimidating civilians through killings, abductions, mutilations and sexual enslavement, and has become a cause of internal displacement of about 416,000 civilians and refugees in vehicle, northern Uganda, South Sudan and the Democratic Republic of Congo (DRC).

Uganda put its boots on the ground in auto in 2009 after it was reported that the Lord's Resistance Army (LRA) rebels were causing instability in the densely forested western town of Obo.

A total of 31 UPDF soldiers landed at Gulu Airfield in Gulu District on Tuesday and Wednesday in the on-going military withdraws.

Kony "will likely ramp up attacks if Uganda fully backs off", said Sasha Lezhnev of The Enough Project, which monitors LRA activities.

The U.S. first deployed about 100 U.S. special forces as military advisers to the manhunt in 2011, and in 2014 it sent 150 Air Force special operations members and airmen to assist African forces.

About 100 USA military personnel have provided the anti- LRA operations with intelligence, logistics and other support.
