Worldwide observers have warned that over the past decade North Korea has become adept at circumventing the United Nations sanctions, particularly so-called dual-use equipment that has both military and civilian applications.
The second of the two ICBMs was mounted on a North Korean-branded "Taekpaeksan" military truck which used tyres made by China-based Triangle Group, according to photos of the parade seen by Reuters. The UN Security Council failed to adopt a statement condemning the missile test conducted by North Korea on April 15 because of disagreements between Russian Federation and the United States. Former Ambassador Chris Hill, who worked on North Korean issues in the 1990s, said that Trump was "trying to out-North Korean the North Koreans".
An editorial in the Chinese state newspaper Global Times said China was prepared to back stricter sanctions against the North, such as a ban on petroleum exports or even backing a US-imposed financial blockade on North Korea, but it was in no way prepared to back military strikes on North Korea. They've also claimed they have developed a missile that is capable of striking the US mainland.
U.S. Vice President Mike Pence has called for coordinated diplomatic and economic pressure on North Korea to dismantle its nuclear weapons program.

What does North Korea say?

Pence's advisers said the vice president would make the case to Abe and Aso that the USA rejection of the Trans-Pacific Partnership, or TPP, under Trump does not signal a US withdrawal from trade and economic development in the region.

"In other words, these weapons are not only created to hold off the larger powers but also to show their own people that there is some fear here".
After meeting with Abe, Pence held talks with Japanese Deputy Prime Minister Taro Aso on a new U.S. -Japan "economic dialogue" to be led by the two.
