"Not because he needed the money, it was just something he did", said 52-year-old Debbie Godwin.
"We know that Steve is still out there someplace", said Cleveland police chief Calvin Williams. "Obviously, this individual is armed and risky", he said.
In his video, Stephens displayed his Beech Brook badge.
Stephens had referred to himself as a case manager. Kortemeyer says he did have a caseload of clients that he managed.
Above all, authorities stress that they will capture Stephens.
Police said Stevens may be out of the mid-western state and asked residents of Indiana, Michigan, New York and Pennsylvania to be on alert.
In a video uploaded to Stephens s Facebook page, a man resembling him is seen exiting a vehicle and approaching his victim, who is shown with a gun to his head and then falling to the ground after a shot is fired. No other killings have been linked to him at this time and authorities believe his claim was not true, officials said at Monday's press conference.
"We have all of our partners in on this, and we'll look until we find him".
Godwin's son, Robert Godwin Jr. told reporters his father had just finished an Easter meal when he encountered Stephens.

Beech Brook has said it is shocked and horrified by news of the shooting and hopes Stephens is apprehended quickly.
Stephens had worked since 2008 as a vocational specialist and youth mentor at Beech Brook, a behavioral health agency located in a Cleveland suburb.
The statement says both the Pepper Pike facility and a drop-in center in Cleveland are closed and that a decision will be made later Monday about when they will reopen.
Cleveland police were searching for Steve Stephens, who filmed himself killing 74-year-old Robert Godwin, a grandfather of 14, on Easter Sunday, said NBC News. And the police said they plan to put up billboards throughout OH and neighbouring states with information about Stephens and the vehicle he was driving.
Authorities are telling people in Pennsylvania, New York, Indiana and MI to be on the lookout.
Philadelphia police said schools in the area were put on lockdown Monday afternoon while authorities investigated reported sightings of Stephens.
The motive for the shooting wasn't entirely clear from the shaky video, in which Stephens told Godwin a woman's name and said, "She's the reason that this is about to happen to you".
