Republican lawmakers have said the new push on healthcare would maintain Obamacare's essential health benefits clause listing services and care that insurers must cover. Originally, the new White House plan called for eliminating almost all the so-called Title 1 insurance regulations under the ACA. According to many Republican congressmen instead of trying to strike a (perhaps impossible) compromise that would please both moderates and conservatives, White House officials may have simply tried to sell them different versions of the same bill.
Republican Study Committee Chairman Mark Walker said the focus when talks resumed would be on sticking points such as whether to allow states to opt out of Obamacare mandates that insurers must cover a minimum tier of services and can not charge more to those with pre-existing conditions - a popular provision of the law that Trump has promised to protect.
He said the hard-line conservative House Freedom Caucus was "moving the goal posts" for negotiations, risking potential support from moderate Republicans.
Reports from Washington are frustratingly incomplete, but it appears that the Trump administration is renewing its effort to repeal Obamacare.
The legislation has not yet emerged, despite talks with Republican lawmakers led by Vice President Mike Pence.
The standardized rates are made possible by a concept known as "community rating", in which everyone in a pool of enrollees pays the same premium so that the costs of sicker, more expensive plan members are spread across all those who buy coverage.

The high-risk pool amendment seems to have consensus among Republicans.
The White House, as well as a number of House members, reportedly pushed for members to delay recess until they finished their work on health care, but with a number of sticking points still unresolved, lawmakers left to head back home.
"If we don't do that, we will have failed", said Meadows. The real choice is between fulfilling campaign promises to repeal and replace the bill, and reneging on those promises by leaving it in place.
Rep. Tim Murphy, a Republican from Pennsylvania and "the only practicing psychologist in elected federal office" put his GOP colleagues on the couch Thursday.
