It's one of the campaign messages that Mr. Trump has remained most consistent on since his election, but if his views are strongly held, they're relatively newly formed.

Mr Trump's harder line comes amid growing questions about whether his aides and associates colluded with Russian meddling in the U.S. election.
And he said that Russia was open to restoring a "deconfliction" hotline to enable U.S. and Russian military commanders to avoid accidental clashes over Syria.
Last week, Trump ordered a cruise missile strike on a Syrian airfield in retaliation for a chemical attack on Syrian civilians by their government. He said chemical attacks "cannot go unanswered" in Syria but did not lay out a North Atlantic Treaty Organisation strategy for how the military alliance would move forward in Syria.

Allegations of collusion between Russian officials and Trump campaign associates also have weakened Trump's ability to make concessions to Russia in any agreement. He floated the idea of easing sanctions imposed on the country for its incursions into Ukraine. "It is defensive - and we don't want a new Cold War".
