"Given that he's 81, blind, has been convicted of a sex offense and will be supervised", it's extremely unlikely Cosby would commit another such crime, Foley testified.
Judge Steven O'Neill told Cosby he is not entitled to bail while he appeals the sexual assault conviction.
Disgraced comedian Bill Cosby received a prison sentence of between 3 and 10 years Tuesday afternoon for sexual assault, in line with what prosecutors had been asking for.
Cosby will meet with prison medical staff, psychologists and others as the staff assesses his needs. But it was an ignominious exit from the public eye for a man who was absolutely beloved by TV audiences for decades and starred on The Cosby Show from 1984 to 1992.
ABC News reports that the two-day hearing was attended by about a dozen women who accused Cosby of sexual assault, including Andrea Constand, whom he was convicted of assaulting in his suburban Philadelphia home in 2004.
Gloria Allred, an attorney who represented numerous 60 women accusing Cosby of drugging and sexually assaulting them, announced the disgraced comedian would be able to seek parole after he served three years in prison.
Cosby's team also argued that the sexually violent predator status was unconstitutional, but Judge O'Neill ruled against that argument on Monday. O'Neill spoke directly to Cosby in announcing his sentence: "You claimed her silence was consent", he said.
China Hikes Tariffs on US Imports, Accuses US of 'Trade Bullyism'
Trump has repeatedly threatened higher tariffs on the remaining Chinese imports should Beijing retaliate against Monday's round. Still, the US remains open to talks, Lindsay Walters, deputy White House press secretary, said in an emailed statement.
Bill Cosby doesn't plan to make a statement in court before he's sentenced for drugging and sexually assaulting a woman. "I do not need any more discussion on that", he responded to a question on whether he'd say something. Cosby's wife, Camille, was not present for the sentencing and Bill Cosby did not testify.
Once a once towering figure in late 20th century American popular culture and the first black actor to grace primetime USA television, he brought no character witnesses, declined to address the court or emphasize past years of philanthropic work as mitigating circumstances in his favor.
Cosby, whose estimated fortune once topped $400 million, broke barriers in the 1960s as the first black actor to star in a network show, "I Spy".
"I'm a middle-aged woman who's been stuck in a holding pattern for most of her adult life, unable to heal fully or to move forward". After swallowing them, her vision blurred, her speech slurred, and she passed out-only to "jolt" awake sometime later, to find Cosby violating her and moving her hand on his penis. "He robbed me of my health and vitality, my open nature, and my trust in myself and others", she wrote in a five-page victim impact statement.
After the sentence, the defense blurted out a request for bail during the appeal process, citing a problem with the audio recording of phone calls recorded by Constand.
The only defense witness expected to testify Tuesday is a psychologist who believes Cosby is no longer a danger, given his age, and should not be branded a "sexually violent predator".
