Before Friday's indictment, Mueller's team had charged 20 individuals and three companies as part of its investigation into Russian meddling in the 2016 election and possible ties to Trump's campaign.
But after Putin again denied meddling in the election, Trump used his time at the lectern to undermine the conclusion reached by US intelligence agencies, the Justice Department and private cybersecurity experts that Russian Federation hacked the Democrats.
Rosenstein said the Americans who were corresponding with the GRU officers were unaware they were Russian operatives.
Eleven of the individuals were charged with conspiring to hack into networks used by the DNC and the Democratic Congressional Campaign Committee (DCCC), while the 12th person was charged with conspiring to hack into systems used to administer elections.
In a statement, Russia's foreign ministry said there was no basis for the charges and said the objective of the announcement is to "spoil the atmosphere" before Monday's summit between Trump and Russian President Vladimir Putin in Helsinki.
A group of leading Democratic senators, including Minority Leader Charles E. Schumer of NY, urged Mr. Trump Saturday either to cancel the summit or not to meet alone with Mr. Putin, noting that the Russian president is a veteran spy. "I will say this, I don't see any reason why it would be", Trump said Monday, when asked whether he believed US intelligence officials over Putin and whether he would denounce the Russian interference. I have President Putin - he just said it's not Russian Federation. "I think that's an incredible offer".
The Kremlin has regularly rejected any suggestion that it meddled in the US election.
"I have great confidence in my intelligence people", Trump said.

The timing, which was first made apparent through a series of criminal charges disclosed Friday against 12 Russian nationals, reveals the complex and apparently reactionary nature of the now infamous foreign hacking operation.
Asked if he held Russian Federation accountable for anything, Trump said, "I hold both countries responsible", doubling down on tweets earlier Monday in which he faulted "U.S. foolishness and stupidity" for the country's relationship with Russian Federation.
"I think we can call it a success", Putin said of their summit.
On Thursday, FBI agent Peter Strzok testified in front of the House Judiciary Committee for 10 hours regarding texts he sent using an FBI phone that slammed Trump at the same time he was investigating Hillary Clinton's use of a private server for email.
"I think just last week in these very halls, we saw an example of the Federal Bureau of Investigation not being trustworthy", he said.
Issa called Mueller's indictments "odd-timed", and added that they involved "people who can never be brought to justice and for whom there's even a question of how do we know" they engaged in election meddling.
Sen. Elizabeth Warren, a Democrat from MA, said Trump embarrassed the US.
