Russia, a key ally of the Syrian regime, accused the US-led coalition of "complicity with terrorism" after the drone was downed in southern Syria.
The Australians, who have six F-18F Super Hornets flying strike missions as part of the USA -led coalition out of the UAE, have also decided that this is a problem and have suspended their participation in air strikes altogether.
It described Binali as "a close confidant" of IS leader Abu Bakr al-Baghdadi, and said he "had a central role in recruiting foreign terrorist fighters and provoking terrorist attacks around the world".
The incident comes after the U.S. shot down a Syrian fighter plane on Sunday and another drone earlier this month.
"It displayed hostile intent and advanced on Coalition forces", the statement said.
In backing the rebels in the early part of the Syrian Civil War, the U.S. was rather cynically engaging in a proxy war against Russian Federation, angling for regime change in Russia's main Mediterranean ally, and the host of their lone Mediterranean base.
Iranian-backed pro-Syrian regime forces are pushing forward on a number of fronts, and the USA is equally eager to resist what it sees as a widening of Iranian influence. It said this was part of attempts to move out from Raqa towards Palmyra.

A Syrian military official in Damascus said the truce was not extended.
"It doesn't look like anyone now intends to deliberately escalate further, but when you've got these little skirmishes. the risk is that you can end up in an escalation by accident", said Sam Heller, a Syria expert at The Century Foundation.
Daraa is where the March 2011 uprising against the Assad family's four-decade rule began.
He said that given the "complexity of the situation".
