"We have sought input from many people as we look to expand our communications operation", Deputy Press Secretary Sarah Huckabee Sanders, who herself has been rumored as a replacement for Spicer, said in a statement.
Spicer has been holding press briefings off-camera lately, and according to White House chief strategist Steve Bannon, it's because of Spicer's weight gain.
The White House has had preliminary talks with candidates to fill the job of communications director.
Asked about the changes, Spicer said Trump had spoken before cameras during an Oval Office meeting with the president of Panama and would later make remarks in front of the media at an event with technology leaders. Spicer was attempting to condemn Syrian President Bashar al-Assad for using chemical weapons, and tried to clarify that he understood Hitler had brought Jews "into the Holocaust centers".
Reminded by the questioner, Trey Yingst of One America News Network, that 16 USA intelligence agencies had concluded that Russian Federation did engage in cyberattacks to influence the election, Spicer said, "I understand".
The Trump administration has had trouble filling a number of posts, and the communications shop is no different.
"I think the briefing is one aspect of what we do". "He made it clear from the beginning that was one of his priorities".
McCain: Americans 'stupid' to still want to travel to N.Korea
Protecting the lives of Americans overseas is essential, and one of the tasks that citizens most value about the State Department. Warmbier died at a Cincinnati hospital just days after North Korea released him from captivity in a coma, his family said.
Spicer said he also wasn't aware if any White House staff has seen a draft of the bill.
Politico reported Monday that conservative commentator Laura Ingraham has interviewed for the role of press secretary.
David Martosko - the USA political editor of DailyMail.com, who during the campaign earned a reputation for flattering coverage of Trump, with whom he had a personal relationship - also recently spoke to West Wing officials about the communications operation but is not expected to be offered a role, a senior administration official said. The press secretary is supposed to be a vessel for the administration's message to the people, so it doesn't matter too much who gives the briefings.
David Boardman, chairman of the Reporters Committee for Freedom of the Press, said Trump's method of communicating via Twitter creates a compelling need "to follow up on those 140-character proclamations with questions".
The press shake-up underscores the president's dissatisfaction with his communications team - in February, he graded himself a "C" or "C-plus" on messaging - and Spicer as its most public figure from his perch behind the podium.
As The Telegraph reports, Sean Spicer has previously given his own justification on why he has been prohibiting the recordings and choosing to go off-camera instead.
The White House announced Tuesday morning it would indeed hold a briefing with Spicer on camera later in the afternoon.
