Earlier in the day, it was reported that London attack ringleader Khuram Butt was identified as a major potential threat, which led to an investigation starting in 2015.
People across Britain have paused for a moment of silence to remember those killed and injured in the London Bridge attack.

London's Metropolitan Police said specialists recovered the body of an eighth victim, identified as 45-year-old French national Xavier Thomas, from the River Thames following the London Bridge attack.
Ten others who were arrested in the east London neighborhood of Barking where the two named suspects had lived remained in custody.
It was lowered once intelligence agencies were comfortable that this wasn't the case. "We have had to close police stations, sell police buildings, and we've lost thousands of police staff", said London Mayor Khan, who is from the opposition Labour Party.
He has been criticised for voting against counter-terrorism legislation and expressing reservations about police responding to attacks with "shoot-to-kill" tactics.
