Medicaid expansion, reversed by House, is back on table in Senate

Reuters reported that about a dozen Republican governors, led by Gov. John Kasich of OH, are pushing their own proposal crafted in February.

The AHCA plan was a poor attempt to change parts of the ACA and obviously was created to allow the Republicans to say they did something to repeal and replace Obamacare.

In addition, the House bill cuts the Medicaid program and allows states to impose work requirements on low-income Medicaid recipients.

Pennsylvania is among 31 states that expanded Medicaid under Obamacare, which allowed a new category of adults to access coverage beyond the traditional program, which provided health coverage to low-income, elderly and disabled individuals. Those residents saved an estimated $360 million collectively through the HealthConnector, the state's health care exchange, according to the Massachusetts Association of Health Plans.

States with waivers would set up federally-funded high-risk pools to help those with pre-existing conditions afford premiums. Insurers in states with these community rating waivers could charge higher premiums to enrollees based on health status, and who have had a gap in insurance of 63 or more consecutive days in the past year, according to the analysis.
