Beijing - the North's biggest trade partner and diplomatic protector - is infuriated over the deployment of a United States missile defence system in the South, and Seoul is embroiled in a row with fellow USA ally Tokyo over wartime history. The industrial park was shut down by the South Korean government in February 2016, in response to a ballistic missile test by North Korea.
Senior presidential secretary for public affairs Yoon Young-chan told reporters Friday that Moon made related instructions to abolish the impeached ex-president's signature education policy.
"We hope for Russian Federation to play a constructive role in order for North Korea to stop with its nuclear provocations and go the way of denuclearisation", Moon was cited as saying to Putin in the 20-minute conversation.
The leaders spoke by telephone a day after Moon was sworn in to replace the ousted Park Geun-hye.
"While it will be important to resolve the issues peacefully and diplomatically, holding a dialogue for the objective of a dialogue would be meaningless", Abe said, referring to Pyongyang's ballistic missile launches and nuclear tests.

China sees the Terminal High-Altitude Area Defense system, or THAAD, as a threat to its own security and will be hoping Moon follows through on his campaign pledge to review the system's deployment if elected.
He also stated he will "sincerely negotiate" with the United States and China over the deployment of the U.S. anti-missile THAAD system.
A Chinese foreign ministry spokesman said that the two sides expressed willingness "to bring [relations] back to a healthy and stable development track".
"I hope Russian Federation will play a constructive role to help place North Korea back on the track to denuclearization". Secretary of State Rex Tillerson told the United Nations the US wants to bring North Korea to "its senses, not to its knees", according to the Newsweek report. On Thursday, Moon asked Xi to help end the Chinese boycott of South Korean goods.
Moon also appealed to Beijing to stop its apparent economic retaliation against South Korean businesses over THAAD.
North Korea said US and South Korean agents bribed and coerced a North Korean man into joining the plot which was foiled by its state security ministry.
