If the Senate passes a bill that guts Medicaid even more than the House proposal, those senators could face a lot of heat in the 2020 election cycle.
In its own letter to Republican and Democratic leaders in the Senate, the American Medical Association warned that "significant changes to the [Affordable Care Act] or Medicaid programs potentially threaten the ability for millions of Americans to obtain and retain coverage". More importantly, if they wanted a better bill, then they should have withheld their vote until improvements were made.
