General manager Jim Nill announced the terms Friday, less than a week after acquiring the rights to Bishop from the Los Angeles Kings for a fourth-round pick in next month's draft.
"I've been fortunate enough to play a few years in the league, and now it's about going somewhere you think you have a chance to win, and a good city", said Bishop, who was set to be an unrestricted free agent had Dallas not signed him before July 1.
If Niemi does get bought out and Lehtonen remains, the Stars will have over $12 million in cap space allocated to goalies next season.
The Dallas Cowboys have signed eight of their nine draft picks, including first-rounder Taco Charlton.
Although Dallas didn't make the playoffs in 2016-17, much of that had to do with the subpar goaltending of Kari Lehtonen and Antti Niemi. "Ben's commitment to what we are building in Dallas, and his passion for wanting to be a part of it, was evident during the negotiating process".

Still in development, the super-sized Space Launch System rocket is meant to eventually send astronauts to Mars. However, President Trump could still decide he wants to do this and ask Congress for the money.
Bishop played only 39 games between Tampa Bay and Los Angeles last season, compiling an 18-15-5 record, a.910 save percentage and 2.54 goals-against average.
The Denver native spent the 2004-05 season with the NAHL's Texas Tornado, playing in the same rink that holds the Stars' training complex in suburban Frisco.
The Stars have plenty of firepower up front with Tyler Seguin and Jamie Benn leading the way, and adding a steady presence between the pipes should go a long way toward getting them back in contention.
In addition to the Kings and Lightning, Bishop has played for the St. Louis Blues and Ottowa Senators. Bishop posted a 13-11 record with a 2.18 GAA and a.921 SV with three shutouts over 25 contests during that playoff run. He's best known for helping lead Tampa to the Stanley Cup Final in 2015, losing to the Chicago Blackhawks in six games. Twice, he has finished in the top three in Vezina Trophy voting, finishing second in 2015-16 and third in 2013-14.
