Towards Engagement with North Korea: Implications of the South Korean Presidential Election

Moon Jae In, who easily won South Korea's presidential election Tuesday, was the beneficiary of another popular backlash against a ruling establishment perceived as corrupt and out of touch.

"The resolution of the North Korean nuclear issue must be comprehensive and sequential, with pressure and sanctions used in parallel with negotiations", Moon's spokesman, Yoon Young-chan, quoted Moon as telling Xi.

South Korea's new president launched global efforts to defuse tension over North Korea's weapons development on Thursday, urging both dialogue and sanctions while also aiming to ease China's anger about a USA anti-missile system.

The phone calls came a day after Moon and US President Donald Trump agreed on "close cooperation" over the North's nuclear ambitions in their first conversation on Wednesday night.

Despite Mr Moon's firm stance on the sexual slavery issue, he said historical issues must not hinder the countries' bilateral relations and joint efforts to denuclearise North Korea.

North Korea last week accused the Central Intelligence Agency of plotting with the South to assassinate Kim using a biochemical weapon, an allegation impossible to verify - and following the killing of his half-brother Kim Jong-nam in Malaysia with a banned nerve agent, a murder widely blamed on Pyongyang.

Organizers of the attempts to assassinate the leadership of North Korea will be 'mercilessly destroyed, ' North Korean Ambassador said. With Seoul now sharing the latter view, Beijing will feel even less pressure to seriously tighten the screws on North Korea, as Trump has been urging.

China has denied it is retaliating against South Korean businesses.
