"I can tell you that", he said.

"We're analyzing it very, very carefully and will have something to say about it in the not-too-distant future".

However, calling Iran "a leading state sponsor of terror", Tillerson informed the Congress that the Trump administration had directed a full review of the 2015 nuclear deal to evaluate whether continued sanctions relief was in the USA national security interests.

Hours before he declared Iran nuclear deal a failure, Mr Tillerson sent a terse letter to the US House of Representatives speaker Paul Ryan, saying the administration has ordered an inter-agency review of whether the earlier suspension of sanctions, which was a necessity under the 2015 nuclear deal, was in the US' national security interests.

Iran was "doing a tremendous disservice" to the deal between it and six world powers agreed under his predecessor Barack Obama and which Trump contended should "never have been signed". It was a bad agreement. It shouldn't have been signed. "I'm all for agreements, but that was a bad one, as bad as I've ever seen negotiated".

Former President Barack Obama would have agreed with all the charges: that Iran is a state sponsor of terrorism, that it supports proxies which undermine U.S. interests in the region, that it's hostile to Israel and that its ballistic missile tests challenge UN Security Council prohibitions.

A day earlier, he hit back at United States claims that the 2015 deal with world powers was a failure by highlighting certain sections and sharing them on Twitter. Since taking office he has not indicated whether and how he will do so. Critics have said it's unfathomable that the USA would grant sanctions relief to Tehran even as Tehran continues testing ballistic missiles, violating human rights and supporting extremist groups elsewhere in the Middle East.

Similar to Trump, Tillerson on Wednesday sought to head off criticism by describing an administration review of Iran policy that includes the nuclear deal and examines if sanctions relief serves US interests.

Tillerson issued a blistering, though at times barely coherent, indictment of Iran as "the world's leading state sponsor of terrorism".

Tillerson expressed concerns about Tehran's continued support for Syrian President Bashar Assad and its hostility toward Israel.

Trump's spokesman Sean Spicer said a review would be conducted by USA government agencies over the next 90 days on whether to stick by the deal. White House budget director Mick Mulvaney said money for Trump's border wall must be part of the legislation, along with funds to hire more immigration agents.

Iran is prohibited from taking any activity related to ballistic missiles created to be capable of delivering a nuclear weapon, under UN Security Council resolution 2231.
