Stephens visited the Sherwin Shooting Sports shooting range in Eastlake, Ohio last summer, a representative of the business told ABC News.
Authorities have issued a warrant for Steve W. Stephens on a charge of aggravated murder.
A reward is being offered for information leading to his arrest. "He's an old dude", Stephens said as he approached Robert Godwin Sr., who was reportedly collecting aluminum cans.
During a press conference at noon on Tuesday, Cleveland Police Chief Calvin Williams said a tipster spotted Stephens' vehicle in the parking lot of a McDonald's near Erie, and called police.
The investigation is ongoing, police said.
Stephens filed for bankruptcy two years ago despite holding down a job as a counselor helping young people develop job skills and find employment.
Authorities said Stephens pulled up in his Ford Fusion on a road in East Cleveland about 2 p.m. Sunday and then said in the Facebook-bound recording: "I found somebody I'm about to kill".
"Yeah", Stephens replied. "She's the reason why this is about to happen to you".

Stephens has worked at Beech Brook, a children's behavioral health center in OH, since 2008, the company said in a statement.
Stephens claimed on Facebook that he committed multiple homicides, but police said they had no knowledge of other victims. "He was always just so happy and cool, calm, collected, like, that's why it's so shocking". "You're going to get yourself in trouble, along with him".
"He was just a no problem person at all, compared to a lot of people", said Cynthia Coley, a former neighbor.
Robert Godwin was walking on the sidewalk when he met Stephens.
On Monday evening, Facebook announced that it was launching a review for reporting harmful content following the killing. "We are grateful this has ended, but we preferred it had not ended this way".
"We disabled the suspect's account within 23 minutes of receiving the first report about the murder video, and two hours after receiving a report of any kind", the statement added.
Officers searched dozens of places around Cleveland without finding Stephens or any other victims before expanding the manhunt. He did not elaborate on the call, other than to say the detective attempted to persuade the suspect to surrender.
On Tuesday morning, Pennsylvania State Police got a tip that he was in a McDonald's parking lot in Erie, Pennsylvania, and went to investigate, officials said. It's something he believes may have helped Stephens, "A lot of people in my community, in the black community, are uneducated on the benefits or what type of treatment options they have", he says.
