One of Robert Godwin's sons said he was greatly disturbed by how the killer carried out his terrible deed.
Stephens said in a video on Sunday that he had killed multiple people, but police said there was only one known victim.
This story has been corrected to show the name of the victim is Robert Godwin Sr., not Goodwin.
Stephens is a member of the assertive community treatment team at Beech Brook, a mental health organization in northeast OH, a spokesperson for his employer said.
"We are shocked and horrified and we don't know anything more about it", agency spokeswoman Nancy Kortemeyer told WOIO-TV. "She's the reason why this is about to happen to you".
"Like I said, I killed 13, so I'm working on 14 as we speak", Stephens said. Sunday afternoon in Cleveland.
The video: Stephens recorded himself as the shooting unfolded, police said.
According to its website, Beech Brook says it will serve more than 18,000 children and families in northeast OH this year. This came a day after a man in the United States posted a video of a murder in Cleveland, Ohio, on Facebook.
Police said Stephens videoed himself killing Robert Godwin Sr, 74, who is seen standing on a sidewalk carrying a plastic shopping bag as the suspect gets out of his auto and approaches him. Authorities say Stephens is considered armed and risky and could be anywhere. Police said he was last driving a white 2016 Ford Fusion with temporary tag E363630.

Monday's event marked the White House's 139th egg roll event, which started under President James Madison in 1814. Seven-year-old Johnny Wilmer of Arlington, Virginia, said his egg-rolling effort ended with a second-place finish.
Stephens posted a video of himself killing Godwin, a former foundry worker who had 10 children, police said.
"Not because he needed the money, it was just something he did", said 52-year-old Debbie Godwin.
A $50,000 reward is being offered for information leading to the arrest of Steve Stephens. He could also be heard encouraging the person on the other end to watch the video of the murder he'd uploaded on Facebook. "They can take 2 weeks, They can take 2 years", said the Cleveland police chief.
Stephens is believed to be driving a white Ford Fusion with a temporary tag and should be considered armed and unsafe, police said.
Cleveland detectives also made contact with Stephens by phone early in the investigation, Williams said.
Police originally said that Stephens broadcast the shooting on Facebook Live, but Facebook said that while he had posted a live video at some point Sunday, the shooting itself was not live.
Facebook subsequently took down the videos.
A GoFundMe spokesman told Cleveland.com that only one page has been verified by the family.
