Officials in the OH city said suspect Steve Stephens, 37, shot his 74-year old victim Robert Godwin Sr at random on Easter Sunday, in cold blood.
Initial reports stated that Godwin's death was broadcast on Facebook Live, but police have since said that Stephens allegedly killed the man then uploaded the footage to the social media site, NBC News reports.
The incident took place on East 93 Street just south of the Interstate 90 in the city's Glenville neighborhood, Cleveland police spokeswoman Sgt. Jennifer Ciaccia said.

The video on Stephens' Facebook page showed a gun being pointed at an unidentified man's head.
During the update, Chief Williams said that detectives were in contact with Stephens via cell phone after the homicide, but they were unsuccessful in convincing him to turn himself into police custody.
Furthermore, Lane described Steve to be "generous" to people and a "nice guy".

But the sisters said they have already forgiven the man accused of killing their father. Stephens says the name of a woman, whom Godwin does not seem to recognize.
According to police, Steve Stephens may have fled beyond OH - they named New York, Pennsylvania, Michigan, and IN as possible destinations.
Some local media reported that he had boasted on Facebook of killing more than a dozen people in an Easter Day massacre, but authorities said there was no indication of a broader killing spree.
Williams said Stephens may be driving a newer model white Ford Fusion. His son, Robert Sr., told reporters through tears, "it's not real".
"We just hope Mr. Stephens is apprehended as quickly as possible so that no one else is injured", she said. He is bald with a full beard.
"We learned about [the shooting] this afternoon when someone saw it on FB and notified us", said Nancy Kortemeyer, vice president of marketing and PR at Beech Brook. The Cleveland police are getting assistance from the Federal Bureau of Investigation in search for the murder suspect.
Stephens' mother, Maggie Green, told CNN she had spoken to her son on Sunday and he told her that he was "mad with his girlfriend that's why he is shooting people and he won't stop until his mother or girlfriend tell him to stop".
Stephens is an employee at Beech Brook, a children's' behavioral health center in OH, a company spokesperson told ABC News.
