No facts suggest Russian Federation meddling in U.S. election: Lavrov

Speaking at the start of a meeting in Moscow with a USA delegation led by Secretary of State Rex Tillerson, Lavrov said: "We consider it fundamentally important to prevent the risk of recurrence of such events in the future".

The Foreign Secretary, Boris Johnson, said that Russia's veto had put it "on the wrong side of the argument".

Prior to Tillerson's arrival, hopes in Moscow had already dimmed that Trump would make good on his pledge to improve ties with Russian Federation, as relations with the Kremlin have become politically toxic on the back of claims that Putin conspired to get Trump elected. Safronkov said U.S. Secretary of State Rex Tillerson is considering the request. They said ISIS does not have chemical weapons.

Mr Lavrov said: "As for the investigation into the incident, there is a fact-finding mission of the OPCW, there is also a joint mechanism for an investigation set out together by the OPCW and the United nations".

More than 80 people were killed in what the USA has described as a nerve gas attack that Assad's forces undoubtedly carried out. Russia, Assad's staunchest ally, has insisted that Assad is blameless and that it was actually the rebels responsible for the disbursed chemical weapons. The diplomats know each other well from Tillerson's days as Exxon Mobil CEO. Mr Putin had even honoured Mr Tillerson with a friendship award.

Beyond Syria, Russia's alleged meddling in the USA presidential election also hovered over what was the first face-to-face encounter between Putin and any Trump administration Cabinet member. "In that regard, we are hopeful that we can work with Russian Federation and use their influence to achieve areas of stabilization throughout Syria and create the conditions for a political process through Geneva in which we can engage all of the parties on the way forward". "But we're going to see what happens". Moscow continues to stand by the Assad government, maintaining that a rebel chemical gas supply had been hit inadvertently, or that the rebels faked the attack to gain worldwide sympathy.

"It seemed to me that Tillerson had a positive view on this idea and promised to work on it", Lavrov said.

But Mr Tillerson fired back that "There is a low level of trust between our two countries". The scene provided the US president a powerful bit of symbolism to further his administration's efforts over the last week to create some distance with Russian Federation.

The president's comments and those of the senior official came a day after senior administration officials bluntly accused the Kremlin of trying to provide Assad cover for the gas attack. And he suggested that possible war crimes charges could be levied against the Syrian leader. Bolivia also voted no, but the South American country does not have veto power like Russian Federation.

The Syrian leader also lashed out at the Trump administration, saying peace talks that would ensure a lasting truce in Syria have stalled because the USA has no interest in ending the war.

Tillerson was greeted frostily in the Russian capital as Lavrov began their meeting Wednesday by demanding to know America's "real intentions".

Asked if he had ordered the chemical weapons attack, Assad said the Syrian military had no chemical weapons and that it would not use them if it did.

"We consider it of utmost importance to prevent the risks of replay of similar action in the future", he added.

Haley also urged the council to take action against Iran, calling the country "Assad's chief accomplice".

Moscow has stood by Syrian regime leader Bashar al Assad, saying the poison gas belonged to rebels, an explanation Washington dismisses as beyond credible. During the election campaign he resolved not to become involved in costly foreign wars such as that in Syria.

"They have aligned themselves with North Korea, Syria, Iran", Spicer said.

Mr Trump's pre-election calls for closer ties with Russian Federation and Mr Putin seem to have been overtaken by their differences over the war in Syria.
